That's the "we'd be swamped, we don't want to do it"
And I don't accept that as a legitimate answer from a business.
If you'd be swamped with requests, that means you have a reason to hire more people. As to the money to pay those people, you assign a dollar charge that must be paid by any party who has a court order- be it a police department or private litigant.
